Zscaler Guide – ACT Colleges
Scope
This guide is designed to give step-by-step instructions to manage content filtering using the Zscaler Internet Access (ZIA) portal. This guide outlines the procedures for blocking access to unwanted websites, as well as unblocking legitimate online resources that are essential for teaching and learning purposes.
What to do if I want to allow a website
Step 1: Identify the URL category
When you attempt to access a blocked site, a pop-up will display the category under which the site is blocked.
- If the category is visible here, go to Step 3.
- If you cannot identify the category, proceed to Step 2.

Step 2: Use URL lookup tool
Go to the ZIA portal, click on the "?" icon at the bottom and select URL Lookup to determine the site's current classification.
Step 3: Check if the blocked site falls under primary security policies
Determine whether the site is classified under a policy block rule such as Diocese Security Block or Diocese Block.
- If it is, proceed to Step 6.
- If it is not blocked by those policies, continue with Steps 4 and 5.
To verify:
- Go to Policy > URL & Cloud App Control.
- As an example, locate the rule named Diocese Security Block.
- Under Criteria, check the URL Categories.


Step 4: Add the URL to the custom college URL category
- Navigate to: Administration > URL Categories.

- Choose the appropriate custom category (e.g., XXXX staff allow).
- Under the Custom URLs section, add the URL and click Add items.

- Click Save.
Step 5: Activate changes
Go to Activation > Activate to apply your configuration updates.

Step 6: Raise a Service Request for cyber security team
If the site is blocked by a diocese block policy or adding the URL to your allow list did not resolve the issue, then please submit a service request to the cyber security team using the latest form for block/unblock website requests.
Please include as much details as possible including:
- Business case for the request
- Screenshot of the blocked website
- Urgency of the request
The cyber team will review and action your request based on the details provided in the ticket.
Step 7: Test and confirm access
After making changes or submitting a request:

Step 1: Add to block list
Add the website to the block policy , e.g. “XXXX staff block” (follow the URL formatting guidelines here).
Step 2: Raise a Service Request for cyber security team
If the website is still accessible, then please submit a service request to the cyber security team using the latest form for block/unblock website requests.
